Governor Babagana Umara Zulum of Borno State has approved the formation of a committee to explore the implementation of the newly introduced national minimum wage. This decision is part of the state’s efforts to align with the recent federal wage adjustments.
According to a press release from the Secretary to the Borno State Government, the committee will be led by Engineer Babagana Mustapha Malumbe, Commissioner for Budget and Planning, with Barrister Mallam Fannami serving as co-chair. The committee is tasked with several key responsibilities:
– **Assessing Salary Adjustments**: Analyzing existing federal salary adjustments to determine their feasibility for application, either fully or partially, within Borno State.
– **Benchmarking and Scheme Development**: Using federal adjustments as a benchmark to create a reasonable and sustainable salary adjustment scheme tailored to the state’s unique conditions.
– **Addressing Pertinent Issues**: Tackling any additional matters related to establishing fair and attainable remuneration for civil servants.
The committee includes twelve members from various state government sectors:
– Barr. Hauwa Abubakar, Attorney-General and Commissioner for Justice
– Alhaji Basha Kachalla Talba, Permanent Secretary for Finance & Economic Development
– Dr. Muhammad Aminu Ghuluze, Permanent Secretary for Administration & General Services
– Dr. Juliana Bitrus, Permanent Secretary for Environment
– Baba Bura Usman, Accountant-General
– Alhaji Shettima Bukar, State Auditor-General
– Mohammed Habib Alkali, Senior Technical Assistant (STA), General Service
– Abubakar Kachalla, ICT Consultant
– Prof. Babagana Gutti
– Engr. Bako Adamu
– Dr. Sadiq Moh’d Abubakar, Permanent Secretary for Establishment, who will serve as the committee secretary.
From the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC), the committee includes:

The State Controller of Labour from the Federal Ministry of Labour, Abubakar Ibrahim, has been appointed as an observer.
Governor Zulum urged the committee to commence its duties promptly. This development follows President Bola Tinubu’s recent enactment of the new Minimum Wage Act, which sets a national minimum wage of ₦70,000, making Borno State one of the latest to advance towards implementing this new wage standard.
