An extensive national conversation on state policing has brought together a number of notable personalities, including retired Catholic Archbishop John Onaiyekan, former President Goodluck Jonathan, and former military Head of State of Nigeria, Gen. Abdulsalami Abubakar (retd.).

The Federal Republic of Nigeria’s Constitution (alteration) bill 2023 (Establishment of State Police) will be the subject of the first round of debates at this event, which is being hosted by the Office of the Speaker of the House of Representatives.

By decentralizing the police force, this bill—sponsored by 13 other lawmakers, including Deputy Speaker Benjamin Kalu—aims to strengthen law enforcement and improve public safety in Nigeria.

In order to give states interested in creating and sustaining their own law enforcement organizations a constitutional framework, it suggests including state police in addition to federal police.

“The bill aims to clarify the scope of the powers and responsibilities of the federal and state police and to provide for their funding and oversight,” stated Kalu in his opening statement, which was reported by The PUNCH.

The House Constitution Review Committee is led by Kalu.
