Aminu Bello Masari, the governor of Katsina State, has submitted the State House of Assembly with a budget proposal for 2023 totaling more than N288 billion.
The “Budget of Transition” budget suggests spending N184 billion on major projects and N104 billion on ongoing expenses.
The majority of the N31 billion was given to the Ministry of Environment, followed by N29 billion for Water Resources and N23 billion for the health sector.
Similar to this, N20 billion was designated for the works sector and N18 billion for education.

Masari, who was visibly moved as she spoke while sobbing, reviewed the budget’s performance for the current fiscal year, noting that as of October 30th, this year, the 2022 budget had a revenue performance level of 35% and had spent a total of N102 billion out of the N323 billion allocated for the fiscal year.
He stated that N60 billion has been spent by the state government on the delivery of capital services in important industries including healthcare, education, works and agriculture, water resources, and the environment.
The governor noted that the Covid-19 pandemic, security issues, and shortfall in revenue that resulted to the state as a result of the global crash in oil prices all had a significant impact on the implementation of the 2022 budget.
The 2022 budget forecast was around N34 billion higher than the 2021 budget figures.
Alhaji Tasiu Maigari, Speaker of the State House of Assembly, promised the governor that the house would ensure the budget’s swift passage before the end of the year in a statement following receipt of the proposal.
He praised the executive branch for its careful and intelligent utilization of the prior year’s budget.
