President Muhammadu Buhari is presiding over the second day of the retreat for ministers designate coordinated by the Office of the Secretary to the Government of the Federation in Abuja.

But as it happened on the first day of the retreat on Monday, the Head of Civil Service of the Federation, Mrs Winifred Oyo-Ita, was absent again.

Oyo-Ita was slated on the programme to make a presentation on ‘Consolidating Ongoing Reforms in the Public Service’ but she was absent.

However, she was said to be on sick leave, amid speculations that she had turned in a resignation letter.

She is currently under investigation by the Economic and Financial Crimes Commission over alleged financial infractions of up to the tune of N3 billion.

Other presentations scheduled for Tuesday include  ‘Introducing Cabinet Processes and Setting the Stage for a Policy-Execution Focused Administration (Governance Best Practice and Delivery)’ by the SGF, Mr Boss Mustapha; ‘Expectations from Ministers over the Next Four Years’ by the National Chairman of the All Progressives Congress, Mr Adams Oshiomhole; and ‘Budget Processes (Preparation and Approval Cycle)’, by the Director-General, Budget Office of the Federation’, Mr Ben Akabueze.

Former Senate President, Senator Ken Nnamani, will speak on ‘Driving an Effective Partnership between the Executive, Legislature and State Governments’, while a former SGF, Mr Ahmed Yayale, will speak on ‘Maintaining an Effective Partnership between Ministers and Permanent Secretaries.’
