The National Assembly has begun legislative consideration of the Digital Economy and E-Governance Bill 2025, a landmark proposal designed to strengthen Nigeria’s transition into a fully digital governance ecosystem.

The joint session, comprising the Senate and House of Representatives Committees on ICT and Cybersecurity, as well as Digital and Information Technology, convened in Abuja to review the draft bill which seeks to harmonize Nigeria’s digital policy frameworks and establish clear guidelines for e-governance implementation across all tiers of government.

Speaking at the opening session, the Senate Committee Chairman on ICT and Cybersecurity, Senator  Shuaib Afolabi Salisu, emphasized that the bill will serve as a “cornerstone of Nigeria’s digital transformation agenda,” promoting data-driven decision-making, digital inclusivity, and cybersecurity resilience.

He noted that with the rapid evolution of technology, Nigeria can no longer afford to operate analog systems in a digital world. “This bill will help build a trusted, secure, and efficient digital public infrastructure to enhance service delivery and public accountability,” he said.

Similarly, the Chairman of the House Committee on Digital and Information Technology, Hon. Adedeji Stanley

Olajide  described the proposed law as a “comprehensive framework to digitize governance and strengthen Nigeria’s competitiveness in the global digital economy.”

The Digital Economy and E-Governance Bill 2025 outlines measures for digital literacy, e-participation, secure online transactions, and inter-agency data sharing while emphasizing citizens’ privacy and data protection.

Stakeholders from the private tech sector, civil society, and academia attended the joint committee hearing, pledging their support for the bill and calling for its swift passage.

When enacted, the law is expected to reposition Nigeria’s public institutions, reduce bureaucratic bottlenecks, and enhance transparency through a unified digital governance framework.
