
Senate Passes N1.81 Trillion FCT 2025 Budget

The Nigerian Senate has passed the 2025 Statutory Appropriation Bill for the Federal Capital Territory (FCT), approving a total expenditure of N1.814 trillion. The bill scaled third reading during Wednesday’s plenary following the adoption of a harmonised report presented by the Senate and House Committees on the FCT.
The report was jointly submitted by Senator Ibrahim Bomai, Chair of the Senate Committee on FCT, and Hon. Muktar Betara Aliyu, his counterpart in the House of Representatives.
First introduced on May 14, 2025, the budget was swiftly considered and approved after a clause-by-clause review on the floor of the Senate.
Capital Spending Takes Priority
The 2025 FCT budget is heavily tilted toward capital development, with N1.31 trillion representing over 72 percent of the total budget earmarked for infrastructural projects.
Capital Expenditure: ₦1.31 trillion (72.31%)
Recurrent Expenditure: ₦502.38 billion (27.69%)
Personnel: ₦150.35 billion
Overhead: ₦352.03 billion
Total Budget: ₦1.814 trillion
Lawmakers hailed the budget’s structure, describing it as development-oriented. Senator Tahir Monguno (Borno North) praised the capital-intensive nature of the bill, urging other levels of government to follow the FCT’s example.
“This is a commendable template. Prioritizing infrastructure is key to driving development,” Monguno said.
Senator Jimkuta also described the budget as inclusive and impactful, noting its potential to address the growing infrastructural demands of the capital territory.
Senate President Godswill Akpabio emphasized the importance of strategic planning in budgeting.
“You can’t put something on nothing and expect it to stand,” Akpabio remarked, stressing the need for substance and planning in public sector spending.
Chairman of the Senate Committee on FCT, Senator Ibrahim Bomai, assured that the funds will be closely monitored to ensure timely execution of capital projects across the territory.
With the Senate’s approval, the bill will now be transmitted to the presidency for assent.
The 2025 FCT budget is expected to play a central role in addressing Abuja’s urban expansion, infrastructure deficit, and public service needs in the coming year.
