Borno State Governor, Babagana Umara Zulum, has officially signed the 2025 appropriation bill totaling N615.86 billion into law.

The initial budget estimate of N584.76 billion, presented by Zulum on December 9, 2024, underwent a marginal upward adjustment of N31 billion after extensive deliberations by the State Assembly and was passed on December 24.

Speaking during a brief signing ceremony at the Council Chamber of the Government House on Monday, the governor described the budget, tagged “Budget of Recovery and Continuity,” as pivotal to completing projects promised during his 2023 election campaign.

“This year is critical because I am committed to fulfilling all the promises I made during my 2023 electioneering campaigns,” Zulum stated.

He urged heads of Ministries, Departments, and Agencies (MDAs), along with the state executive council members, to strictly adhere to the budget’s provisions when presenting memos for approvals.

The governor praised the Borno State House of Assembly for its swift approval of the budget, highlighting the harmonious relationship between the executive and legislative arms.

“We must commend the leadership and members of the House of Assembly, particularly our Speaker, Rt. Hon. Abdulkarim Lawan, for their cooperation. The progress we’ve achieved as a government would not have been possible without their support,” Zulum said.

Speaker Abdulkarim Lawan also applauded Zulum for his impactful leadership and projects over the past six years. He explained that the upward review of the budget was aimed at addressing critical, people-centered projects to be implemented by MDAs.
