The Senate Committee on Downstream Petroleum, led by Chairman Senator Suleiman Abdurrahman Kawu, has launched a pivotal five-day retreat in Port Harcourt to reshape Nigeria’s petroleum downstream sector and align it with the nation’s energy transition agenda.

In his stirring opening address, Senator Kawu framed the retreat as both a “call to service” and a “covenant of responsibility.” He charged committee members to confront pressing industry challenges and craft forward-looking policies that echo President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Kawu stressed the downstream sector’s central role in powering productivity, safeguarding energy security, and driving diversification. He pledged that the committee would conclude with a focused legislative roadmap designed to guarantee stability, efficiency, and growth.

“This retreat is not a mere discussion—it is a deliberate effort to craft laws that will secure Nigeria’s economic future,” Kawu declared.

The retreat brings together industry regulators, operators, oil marketers, private refinery stakeholders, and host community leaders for frank dialogue on the sector’s future.

Key issues under review include:

  1. Tracking progress on the Petroleum Industry Act (PIA) of 2021.
  2. Evaluating funds for midstream and downstream gas infrastructure.
  3. Ensuring host community benefits through the Development Fund.
  4. Strengthening oversight and budget accountability.
  5. Building collaboration across the value chain.
  6. Preparing Nigeria for the global shift to renewable and cleaner energy.

Senator Kawu lauded the support of regulators, civil society, and the media, emphasizing their role in entrenching transparency and accountability in the petroleum industry.

This retreat, he affirmed, underscores the National Assembly’s commitment to proactive, informed, and impactful legislation that will not only meet today’s energy demands but also secure a sustainable energy future for Nigeria.
