Rivers First Principle guides Governor Siminalayi Fubara’s development projects in Rivers State

Rivers State Governor Siminalayi Fubara has presented a proposed N1.854 trillion budget for the 2026 fiscal year to the Rivers State House of Assembly, describing it as a “Budget of Resilience for Growth and Development.”

The governor presented the Rivers State 2026 budget before lawmakers on Friday, explaining that the financial plan aims to strengthen achievements recorded by his administration in infrastructure development, human capital growth, security and economic expansion.

Governor Fubara said the proposed budget focuses on fiscal discipline, accountability and responsible management of public funds. He added that despite facing different challenges, governance in the state has continued to deliver progress across key sectors.

The governor linked the state’s financial stability to careful planning, transparent administration and a commitment to effective leadership. According to him, the Rivers State 2026 budget reflects his administration’s effort to maintain growth while improving public services and development programmes.

The proposed budget projects total revenue of N1.854 trillion, representing a 24.49 per cent increase compared with the adjusted 2025 budget. The expected income will come from several sources, including Internally Generated Revenue (IGR), FAAC allocations, derivation funds, grants, loans, asset sales and opening balances.

Revenue projections show that N487.61 billion is expected from internally generated revenue, while N936.05 billion will come from FAAC receipts, including derivation funds, Value Added Tax (VAT) and exchange gains. Capital receipts, grants, loans and asset sales are estimated at N382.48 billion, while opening and closing balances are projected at N48.11 billion.

The governor said the plan would support continued development and strengthen economic opportunities across Rivers State.
