The Oyo State Government has commenced preparations for its 2027–2029 Medium-Term Expenditure Framework (MTEF) while also training senior civil servants on talent management and mentoring to improve governance, fiscal discipline and institutional performance. The move reinforces the state’s commitment to effective Oyo budget planning and sustainable development.
Speaking at the opening of a five-day MTEF walk-through session at the University of Ibadan Conference Centre, the Commissioner for Budget and Economic Planning, Barr. Ayobami Ojo, described the framework as a key tool for aligning government expenditure with policy priorities, available resources and the State Development Plan. Represented by the Executive Assistant to the Governor on Finance, Budget and Economic Planning, Alhaji Ghafar Bello, he said the exercise marks another step towards transparent, prudent and results-driven budgeting.
“The Medium-Term Expenditure Framework remains a critical instrument for aligning government spending with policy priorities, available resources and the State Development Plan. A credible MTEF provides the foundation for realistic annual budgets capable of delivering measurable development outcomes,” Ojo said.
The workshop brought together 60 officials from Ministries, Departments and Agencies responsible for planning, budgeting and finance. It aims to strengthen expertise in revenue forecasting, expenditure planning, programme-based budgeting and fiscal sustainability while ensuring alignment with the Omituntun 2.0 Roadmap and Agenda 2040. Participants were also encouraged to adopt transparency, accountability and realistic costing throughout the process.
Alongside the Oyo budget planning exercise, the government trained 100 senior civil servants on talent management and mentoring during a two-day executive workshop organised in partnership with the American Open University. Officials said the initiative will strengthen succession planning, develop leadership skills and improve service delivery across the public sector.
The government added that similar training programmes will continue as part of efforts to build a stronger and more effective civil service capable of supporting long-term development goals.
