Nigeria has recently witnessed a surprising decline in the prices of staple foods—a significant shift in a country where price increases are often considered irreversible. Across the nation, from the North to the South, markets are abuzz with relief as Nigerians find themselves paying less for grains, vegetables, and other essential food items such as beans, gari, and onions.
This remarkable turnaround is not coincidental; it is the result of strategic government policies and decisive action under President Bola Ahmed Tinubu’s Renewed Hope Agenda. While the administration had assured Nigerians that reforms would soon yield results, few expected such swift and tangible improvements. A key driving force behind this progress is the scientific research and agricultural advancements spearheaded by Professor Garba Hamidu Sharubutu, the Executive Secretary of the Agricultural Research Council of Nigeria (ARCN).
Since assuming office in 2019, Prof. Sharubutu has been implementing far-reaching reforms within ARCN, recognizing that food security is fundamental to national prosperity. His tenure began with restructuring efforts aimed at resolving capacity deficits and leadership disputes within the council. He established various committees, including the Staff Audit Committee and the Monitoring and Evaluation Committee, to realign ARCN’s operations with its mandate.
A grassroots mobilizer with a deep understanding of rural agricultural needs, Prof. Sharubutu played a vital role in the Tinubu/Shettima Presidential Campaign Council (PCC). Leveraging his vast network, he helped extend the administration’s message to rural communities, emphasizing the importance of agricultural revitalization.
As part of his long-term vision, he initiated the recruitment of 1,650 new scientists, significantly boosting Nigeria’s agricultural research capacity. This influx of expertise has driven innovation, leading to improved farming techniques and increased productivity across the country.
Recognizing the need for effective communication, Prof. Sharubutu launched ARCN’s dedicated radio and television platforms. These media outlets provide farmers with real-time access to agricultural technologies, best practices, and weather updates, ensuring they are equipped with the necessary knowledge to improve their yields.
His commitment to strengthening agricultural research also led him to conduct a Baseline/Needs Assessment Study of 16 Agricultural Research Institutes and 17 Federal Colleges of Agriculture. In collaboration with the Nigerian Agricultural Development Fund (NADF), he spearheaded a comprehensive survey to identify strengths, gaps, and opportunities within Nigeria’s agricultural sector, ensuring targeted and impactful interventions.
Driving Policy Reforms and International Collaboration
To further enhance research and innovation, Prof. Sharubutu convened the National Agricultural Research Extension Summit, bringing together experts and farmers to discuss the role of digital technology in sustainable agricultural extension services. His efforts have positioned Nigeria as a leader in modern agricultural research.
His exceptional performance has also earned him international recognition. He was appointed to the Board of Trustees of the African Agricultural Technology Foundation (AATF), representing Nigeria on the global stage. This role has strengthened ARCN’s collaboration with international research institutions, fostering the adoption of cutting-edge agricultural technologies to bolster food security across Africa.
In January 2024, under his leadership, the federal government introduced ARCN reforms focused on capacity building and aligning research efforts with national agricultural objectives. These reforms have been instrumental in reinforcing food security strategies and sustainable agricultural development.
Beyond research and policy, Prof. Sharubutu remains deeply committed to grassroots development. His philanthropic initiatives include providing solar-powered lights, boreholes, and economic empowerment programs for rural communities in Plateau State. His tangible contributions to local communities have strengthened the connection between governance and the people, further solidifying the Tinubu administration’s popularity at the grassroots level.
Eminent stakeholders, including Rt. Hon. Ahmed Idris Wase, former Deputy Speaker of the 9th Assembly, and Hon. John Dafa’an, have acknowledged his impactful leadership and widespread grassroots appeal.
There is no doubt that Prof. Garba Hamidu Sharubutu, MNI, FCVSN, FASN, as the Executive Secretary of ARCN, remains a pivotal figure in President Tinubu’s administration, driving agricultural innovation and ensuring that no Nigerian goes to bed hungry.
