Russia has been charged by Ukraine with detonating a significant dam in Kherson, an area controlled by Moscow.

According to a local military official, at least eight distinct communities in the area have already seen flooding.

Officials report that evacuations have already started, with at least 16,000 people in danger from the flooding.

According to a local authority appointed by Russia, only the top portion of the hydroelectric power station, not the dam itself, was damaged by shelling.
