State IGR reaches N5.15 trillion as Lagos leads 2025 revenue ranking

The State IGR generated by Nigeria’s 36 states and the Federal Capital Territory rose to N5.15 trillion in 2025, according to the latest report by the National Bureau of Statistics (NBS).

The figure represents a 40.93 per cent increase from the N3.65 trillion recorded in 2024.

The report, titled Internally Generated Revenue at State Level for 2025, covers revenue generated by the states and the FCT during the year.

Lagos State recorded the highest State IGR, generating N1.77 trillion in 2025.

The figure accounted for more than one-third of the combined revenue generated by the 36 states and the FCT.

Rivers State ranked second on the list, with N428.42 billion generated during the year.

Enugu State followed in third place after recording N406.77 billion in internally generated revenue.

The figures show a wide gap between the leading states. Lagos generated more than four times the amount recorded by Rivers State, while Rivers generated slightly more than Enugu.

Overall, the combined State IGR increased by N1.50 trillion compared with the previous year.

The rise came as states continued to generate revenue from sources within their jurisdictions. These sources include taxes, levies, fees and other internally generated income.

However, the NBS report does not suggest that all states recorded the same level of growth. Revenue performance differed across the states and the FCT.

The latest figures provide a snapshot of the revenue generated internally by sub-national governments in 2025.

They also offer data for comparing revenue performance across Nigeria’s states during the period under review.

According to the NBS, the 2025 State IGR stood at N5.15 trillion, compared with N3.65 trillion in 2024.
